For the memo, you should identify a crisis risk area and propose how actors in the city (government, NGOs, private citizens, etc) can help address this risk area.

Your are required to identify your crisis risk area within one of these broader topics:

  • Water management
  • Waste management
  • Disease
  • Pollution
  • Mental health
  • Renewable energy

In your memo, you need to explain why the task force should allocate time and resources to the crisis risk area you have identified and how your plans for addressing it would strengthen the city and make it more resilient.

Remember, resilience does not have a set definition.

You need to explain what kind of resilience your proposal provides and what groups would be affected and how.

What is a policy memo? A policy memo is addressed to a specific audience, institution, or individual.

In this case, it should be addressed to the Director of the Resilience Task Force.

The memo should provide analysis of the situation and specific recommendations for dealing with issues and/or challenges.
